SEO - Link Building (UK)

Hi,
I am a small company based in Kent and have a client I am currently doing some SEO for. It is going very well but I am finding myself getting increasingly busy and so need someone to help me with my workload.
I need a freelance SEO/link building specialist who can lead this without too much direction from me and can basically just get on with it, giving me a monthly outline of sites and forums etc you intend to submit this site to.
You will need to have a couple of days a month available to research sites, link build/submit articles (to relevant sites).
I will need an outline of a few sites you have worked on and briefly where they are ranking and what you have done to help them into that position. An idea of hourly/daily rate would be useful too please.
UK residents only please, if you are in London/SE England, that would be an advantage.
