Gangtags.com Graffiti Tracking Database

I need a database/MySQL/PHP person to help me program a site that will help police officers track graffiti and graffiti artists. I envision something that appears similar to versiontracker.com. The pay is 25% of all ad revenue and 25% of the buyout cost if the site were to be acquired. I will send a business plan to interested parties.
