Bespoke Windows Development

We are looking for an individual or company to construct a custom piece of windows software. This will be placed on the internet. Visitors will download the program and install it on their Windows box (95,98,ME). This will place a small icon (of our design) into the bottom right taskbar. Double clicking the small icon will bring up a small floating dialog box (of our design). The user will input a set of alphanumeric characters and presses a submit button. A small algorithm will be applied to the supplied characters (which we will detail exactly) and then a new browser window will be opened with a web address based on the code. There will also be an additional feature which will check a URL for configure information before the new browser window is opened.
