i need a small vb program made

I need a small VB program made. Here are the details:
I have a text file. That text file consists of error messages that were written to it by a mailserver. There are only 2 kinds of error messages. (1) Server failed to connect and (2) Server below minimum send rate.
Now, each of those error messages are followed by a blank line, then an IP address. I want a program made that will load up my text file, and only extract the IP addresses that are associated with the Server below minimum send rate. I then want those IP addresses to be saved to a different text file.
For instance, here are 2 entries to my error log text file:

Subject: I thought you might be interested
Server below minimum send rate:
210.248.18.114
----------------------------------------------------------------------------
Date/Time: 02/19/2001 04:42:41 AM

Server failed to CONNECT:
210.162.106.243
----------------------------------------------------------------------------
As I said earlier, I only need to keep the IP address of the "Server below minimum send rate" error.
If you have any further questions, please let me know.
If you can do this program for me, please reply back with how much it will cost me, and the time frame for getting it done. I know it's a simple program, so it shouldn't take too long.
