PHP and ASP

To add a passowrd protected user area to our web site, an area to download files. This should include a message board and a page to submit comments that are e mailed to us. Some way to input new users written in PHP or COLD FUSION or ASP etc.
We would like some rough ideas about a time scale and pricing for the project.
