Majordomo (or Similar) set up

We need to set up a MajorDomo (or similar) type set up. It is for a network of around 30 000 subscribers who get a news email every day. It needs to be as simple as possible but with tight security. It is not an open newsgroup but rather to be used as a tool for one person to send out many emails to distribution lists as easily as possible.
Please reply with project cost/ estimate. Will neccessitate meeting. So London applicants only please!
