Wind Map Weather Website

We're at the initial stages of planning to put together a dynamic windmap website using weather info available on the web and generating maps to show the current situation/forecast.
Something similar to
www.xcweather.co.uk
We'd prefer the system to be developed in PHP/MySQL although we would be willing to consider your suggested alternative.
I realise this is a pretty vague spec but if we get some ballpark idea of time/costs to develop a site like the one mentioned then we can agree a firm spec with interested parties.
