ASP/Access 2000 site required for small fashion label.

Hi - I'd like a REALISTIC quote for the following ASP/Access 2000 site for a small UK fashion label.

For the front end, the site needs:

1) Product catalogue - split into categories and subcategories to be defined using a secure browser-based admin system.
2) Article publishing system - abstracts from 5 latest articles (and 'read more' links) displayed on homepage with a further link to a paged recordset/archive of articles.
3) Data gathering mechanism - eg. 'sign up and receive our newsletter'.
4) UK storefinder system - eg. 'type in your postcode to find your nearest retailer. This should probably be a small pop-up, which can be linked to from anywhere in the site. Eg, if a user is browsing through the catalogue, he or she can click 'where can I buy this item' to use the storefinder. Users should also be able to send a short message (asking about availability, etc) to any retailer in the DB (providing the retailer has an email address) via a web form. There should also be a link to the retailer's website, if one exists.
5) Very simple forum - no login, no accounts, just one simple forum with the ability to create new topics and reply to existing topics. Most recent 5 posts should appear on homepage.
6) Event listing - list of relevant events and gigs, etc. with date, time and location, on homepage.


The secure, browser-based back end system will need to include:

1) Catalogue maintenance system - There will always be 2 main categories - Boys & Girls. SiteAdmin needs to be able to add, edit and delete subcategories, then add, edit and delete individual products, and assign individual products to the subcategories. Must also be able to upload product images, category images and subcategory images using an asp file upload component.
2) Article maintenance system - SiteAdmin needs to be able to create, edit, delete and publish articles..
3) Data gathering - SiteAdmin needs to be able to create and send bulk HTML email to everyone on the list, and download a useable list of postal addresses.
4) UK storefinder system - SiteAdmin needs to be able to add new stores/retailers to the database (Retailer Name, Address & Postcode, Telephone, Web Address, Email address). These stores will then be matched via a postcode search to user queries to the DB.
5) Simple forum - SiteAdmin needs to be able to edit and delete posts.
6) Event listing - SiteAdmin needs to be able to add, edit and delete event listings


Other considerations

Please note, this is NOT intended to be an e-commerce site - more a product showcase/community site. This label's products are sold through a national network of independent and larger retailers. I am also NOT looking for front-end design as that will be done here in house. I need the code to be fairly well annotated so I can see what's going on with regards to layout, etc. I also need the browser-based admin to be absolutely foolproof - ie. so even an idiot could use it. :o)

Finally, please remember that there isn't a huge budget for this - this is a small label. With that in mind, I'm completely flexible on timescales, and there's no pressing deadline for this. As long as I have the source code in July, that will be fine. What I do need quickly, though, is a fixed price quote for the project - not an hourly or daily rate.
