IVR Expert/Developer Required

We require an IVR Developer who can design an IVR architecture and write all the program involved in seting up a system that can send PIN numbers to mobile phones without human intervention. Basically an IVR system similar to the one employed by cinemas to sell tickets over the telephone. Card payments and authorisations are also built in.
A negotiated fixed amount would be paid for this.
