IE Toolbar

Something like Dynamic Toolbar: http://toolbar.visicommedia.com/
This is a perfect solution but overly expensive. I want a similar solution but at quarter the price.
Maybe someone knows of a similar software out there or someone's designed their own, I'd be grateful if you could let me know about it.
