Simple Anti-spam software

We require development of a simple anti-spam software. The software will be distributed to the end user and installed as a local mail server service on the end user system. It will filter incoming mail based on authorised and blocked sender lists, allowing authorised mail to be downloaded via POP mail clients such as Outlook express. It will email a request for authentication for senders which are not on the authorised list. It will run as a windows service on the Windows operating system.
