PHP/MySQL/Secure Systems Developer Required

We need an enthusiastic and well rounded PHP/MySQL developer to create a membership based system. The online application will allow users to create free or paid-for accounts (probably through WorldPay), and then allow them to update a kind of online diary, with various data types (short text/long text/images). Security of the user data is of paramount importance.
We would like to see portfolio/evidence of working on this type of system (membership accounts, securing sensitive data from hackers etc, content management system) and an idea of hourly/daily rates.
