Tool to auto-export and FTP Access and Images files

I have a small project that I'm not able to do myself.

Is basically a utility that will;
a) export access tables to CSV format
b) identify which images (that are referenced in the tables) needs to be uploaded (by date), locate these images in the LAN and process them to be optimise for web use
c) send (FTP?) the resulting files (CSV and optimised images) to a sever (UNIX)

During the exporting process there may be some data validation or transformation - but in principle this is minimal.

We need this application to be very resilient - as the end user are not computer literate and the quality of the data may not be very good.

The process has to be automated (basically we are making an interface between a software that is running in the user local PC and the Web server to update the Web sever).
The software is available to download and the software developers are willing to do some modifications to their software if required.

We need this to be finalised within 2-3 weeks!
