VB Mysql Taskbar Project

We are after simple 1 click ordering application which can run on our clients taskbar.
The customer will create a profile on our website (mysql) and download the application.
The application will sit on the customers taskbar and when ink is required they simply load the app, select their printer which queries our database for compatible ink carts and click order.
This will create an order entry in our mysql database.
The application is required to see what printers are attached to our customers PC's.
Fairly simple i belive!
