Digital Video Streaming with text

With a .wmv video file, create a system to add running sub-titles to the video for a simple test. We will provide some sample text in English, Italian, and Chinese, and the Project is to create a test system (using .smi files?) using the best recommended method of streaming video and adding the proper sub-title as requested. For example, if I request to see an English video with Italian sub-titles, whatever system the person on this project suggests as the best method, I should see this with my chosen sub-titles.
We want to test just one video with multiple sub-titles, streaming as requested, both to test that it works, to see how it works, and to test the hosting service.
This will lead to add on work very soon after the testing above, please ask for more details
