UK Flash Map

We need somebody with proven flash skills to do a set of UK maps to exact specification. We firstly need a map of the entire UK, regions will change colour on hover, a javascript function will need to be fired on hover, and each region will then click thru to a fixed URL. On each of those URLs, we need to present another flash map, one per each region in the UK. These maps will work in a similar way, but hovers will be on individual counties in the region, again with a javascript function fired on hover, and click thru to another fixed URL. Maps at correct size can be provided in vector and/or bitmap format, we have no intention to label the map with text, that will be done in a DHTML area on the page next to the map, hence the need for javascript functions to be fired on hover over/out.
As they are static maps, we don't want an all-singing all-dancing solution, we're looking for somebody who can produce a slick and very well executed solution that meets the requirements and nothing more.
