Looking to update dating/marriage website

Bridenet.co.uk is a specialized Russian and eastern European dating/marriage
website.
All services for ladies are free. For men some services are free some are
subscription based. Registered women are able to only browse, search and
communicate with men on the website. And registered men can only browse,
search and communicate with ladies.
1) Refresh current design.
2) Add a number of features for members which are now available for our
type of website.
3) Add Content Management System.
4) Add a Statistics module. To allow us to analyze advertising
campaigns, estimate expenses per advertising channel (so as to make our
advertising budget more efficient), analyze the structure and content of the
site, and obtain extensive information on visitors.
5) Add Advertising module. Which will allow us to place advertising of
any type, and take full control of how it's shown, make contracts with
advertisers, show advertisements to a target audience (according to the
specifics of the advertising campaign), limit banner clicks. Let advertisers
see statistics for their advertising.
6) Add Polls and Surveys module which will allow conducting of online
polls, voting and surveys. The module can be used to collect information on
the site audience, potential clients, carrying out market research for
advertising campaigns etc.
7) Possibility to use good quality ready made Web System to make
maintaining site easier.
8) Affiliates program.
9) Links and banner exchange program.
