Cartoonist / Animator (Anime / Flash)

I'm working on a new website (not yet launched):

What I'd like to do is have an animated character who "helps" people to use the site and also pops up to give marketing type messages (Don't forget, you can sign up for our newsletter here"). It was thinking of a cute little girl/Cornish Piskie character.
What I was thinking of was having a Flash animation* that kind of "sits" over the page, with the girl pointing to bits of the site (like the menu, or the search box) and "saying" (with a speech bubble) things like "That's the menu. Click on any of the links and we'll take you to that page".
*Dunno if you've ever seen those kind of annoying Flash adverts that pop up over the screen? Eg: http://www.unitedvirtualities.com/demo/puffs1/ I was thinking of something like that only not annoying.

I need someone that can:
a) Create a cute character (using Adobe Illustrator)
b) Animte her
c) Turn this into a Flash animation that sits over the page (optional)
