Help with ASP file

Just a little project, perhaps someone here can help.
My web host (donhost) recently change their sendmail limitation to send only 20 messages per minute. I have an ASP mailinglist created by one of freelancer who can no longer help updating the site due to his full time employment. I need help with updating this mailing list script so that it can be scheduled to send i.e. 15 messages per minute (queue sending instead of sending over 1000 emails at one go).
