Apple Mac utillity progrmmer required for

I have a requirement for a Mac/web application, I'm not a programmer so please don't blind me with science when replying.

Here's basically what I want to do:

Select 'Go/Connect to Server
Enter the server address for a dedicated Mac in our office from a remote location, (at a later date may consider a dedicated server with a hoster), enter password and login. A simple window interface with company logo opens allowing me to drag and drop files/folders to the server. Progress bar and speed indicator required as is a delete/rename option.

Windows users need to be able to download the files through a branded browser window, entering login and pw details. Or a simple Widows app could be created, whatever the cheaper. If the web route is chosen then must work in Safari or Firefox.

Simple user admin panel required to add/modify/delete users, simple user access options based on folder permissions.

Any graphics or web interface designs required will be supplied.

Budget is very tight.
