ASP.Net Specialist

For an upcoming project we require an ASP.net specialist to modify an existing CMS.
The CMS is relatively complex and is written in asp.net 1.1 with a SQL server backend.
The site is having timeout problems with large file uploads into the CMS. These are browser-based and we need a good specialist to come up with a way to allow for larger file uploads to be included *without* changing the web.config file or installing custom components.
These restrictions are in place as the site is on a shared box, and custom web.config files can not be used.
If you are up for this different challenge, please forward experience, estimate for this and approx. timeline to build it.
