Flash based 'Wee Mee' style online shop!

A Flash based application that allows users to create their own cartoon character and then pay for a real-life 3D model of the character to be made up.
Initially this a very basic version of http://www.weeworld.com. Users will be given a number of variables to choose from: face shape, eye colour, hair colour, clothing, mouth etc - around eight variables in total.
They will be able to edit the variables until they are happy. The 2D representation of the model will be built and appear on screen as the user chooses features. Once the user is happy, they can then add their model to their shopping cart and either create another model (for a friend etc) or order their model. At this stage, the order (including all variables) will be sent to PayPal for processing, or to a payment part of the main site.
On receipt of payment an order acknowledgement will be sent to me along with a dynamically created JPEG of the model I need to create - directly from the Flash movie.
The most important features of this are:
• The ability to create a shopping cart, so users can create as many models as they like - not just one at a time.
• The ability to create a JPEG of their final design which is sent to me.
Optional features:
• The ability to register on the site and access past orders, or save model designs for a later date.
I expect the site to be HTML but with a Flash interface to create the model design, although a complete Flash solution is also a possibility.
The Flash movie can be quite basic and I'll supply all the design elements. I can do the design but I need someone to do the technical bit of actually making it all work and allowing people to buy from the site!
I'm looking for approximate cost estimates and timescales on this, plus examples of your knowledge of creating similar applications. No time wasters please.
Must be UK based - preferably London.
