Talented programmer needed

We have had a website designed and templates created in HTML, we now need someone to effectively "drop in" a real estate property listings system to fit in with the style of our current website.
Features must include search box on home page including location, bedroom numbers, amenities etc... Allow visitors to add their own properies.
We need VERY CHEAP im afraid as this is a none profit website.
