ASP / Access DB Site Update

We have a web site using ASP (VBscript) and an Access database which has registered users, who may upload, download and review files.
Currently, there are a limited number of users and a full public launch is expected in 2008.

While the site is already functional, a large number of improvements are required.

We are looking for a developer to move the site forward ASAP.
The budget is negotiable.
