Bluetooth to mobile file transfer.

I need a windows based program that will work with the standard bluetooth dongle. The program will poll for available mobile phones in the area with bluetooth turned on. The program will then send a file to the mobile and move on to try the next mobile phone with bluetooth turned on in the area.
The file to be transferred will be changed manually on the windows machine but I will sometimes need to use jpg and sometimes another file format so the name of the file cannot be hard coded into the program.
This will be a fixed price contract, rather than daily rate. Please e mail with approx costing or for further detail.
