I am interested in a quote for developing the following.
An SMS web application that will run in the UK, on a subscription based service
With MT billing. The web application will be similar to the one at the link http://www.mxtelecom.com/uk/smsa/webedition
But will have a few add ons.

This system will be working on a post code fashion
Our system reports pin point locations in your area where mobile speedtraps are taking place, as soon as the speed trap is being setup by the police we will text you, the city, area, road and location, so you can avoid delays.
Texting customers information on where mobile speed traps are being setup.
1. Customer texts in the town or city where he wants to be notified.
2. e.g Birmingham or post eg. B8
3. The text and customers number is sent to a system.
4. The system sorts out customers in areas they are registered.

6. When we get a report of a speed trap being set-up, for e.g in Birmingham we text all our Birmingham customers, a text e.g.

the report will be active for 2 hours so if any new customers register in that city within the report period they will be texted the report.
7. also there should be a system where certain phone numbers ( what we can nominate) text us with a report of a speed trap being set-up, the phone texts in our main system recongises this and automatically texts every body that needs to be notified.
8. Our business and system should be self working, customers can also phone in or text in to report a speed trap, the first 3 reporters can earn a income. (trustee accounts)
e.g every time a report comes in, it should be stored under the city, when at least 3 reports are filed we will activate the city for a report to go out.

Re-selling city Mailing lists
In the future we will be selling the control and revenue
earnings for each city, so we will need to have the ability
to section off a city into a separate account, give it a
separate login, so it can be used by a third party, we would
also need to keep track of this account, and certain
restrictions, e.g a person can only be sent a reverse billing
SMS if he has subscribed. Also have the ability to re-merge
this account back to out main system, or just to have it not
active in our system but have it active in our seller account.
Website Subscriber ability
to have a look at his account over the internet, for instance
he can view how many times he has made a report, when he
made a report, how many reports he has received. When he
received them, also to see what status he is and how much
revenue he has earned. This may mean we need a web site
developed from you for this service, as you are building the
web application platform.
Also web site will need to have a forum
Potential Problems
What happens when a report goes out to a certain mailing list
and the subscriber has no credit.
What happens when a new user subscribes to a mailing list
that has already been sent out a report
T1 T2 T3 Revenue payouts
Revenue will be calculated in the following way, weather you
are a normal reporter, tella or trustee they will all earn 10% of
the revenue earned on that report, they send in. But the max
a normal reporter can earn is £10, £25 for tella and £50 for
trustee.
SMS Gateway
An sms gateway will also be needed, that would be of high calibre.

Integration & setup
We will need this platform and website integrated on a new
server we are going to purchase, so all needs to be tested
and working before you hand over.
