Basic Dating Website

I'm looking for a designer/programmer (preferable php+mysql)to build a basic Dating Website. Will be great if you created a dating website. You will work from your own office.
This is a Nationwide project. You could be from UK or other countries. This dating website won't have chat, video chat, personal blogs or something to complicate.
The budget for this first project is £250-£275 ($480 - $530)and the features included:
Registeration
Member Login (change details, search)
Search by area/age, sex, etc
Member access to 'their profile page' (upload photo, change details)
Send a message
Wink
Email alerts when members receive message or a wink
Block profiles
Favourites
Upgrade of membership
Payment gateway
