Interactive workflow (dating site)

Is there anyone or body out there who has built or is building a site that is essentially a management tool and web site publisher for setting up events that could be dates (as in dating site)? Where there are relationships (as in database and not people) manged via SQL, MySql or any other form of DB. We are contracted to build a site for a very large client and are sure that the frame work for what we need exists.
Key features
User account with user profile inc email, postal address location, qualifications and availability as in calendar free or busy
Event location a master diary where attendees can be invited and diaries synchronized to ensure not double booked, profile fits as in they qualify to be there.
Event history when last ran, who was there and all history like attended, plus financials on event and individuals
Payment system (Linking to PayPal or WORLDPAY is an option)
SMS Messaging
MMS Messaging
Email Messaging
Web banners ads
Microsite: So that any fully subscribed user can have own web space with Diary, Profile, Back ground and contacts.
The concept for the system is quite simple but this is complex as there are many variables and many management positions.
We have no budget for this as yet but feel this has already been done so we are prepared to talk to anyone with a system that does this with a view to agreeing terms on customisation and development based on our agreed spec.
Please contact me with example of sites or site you have so I can view and asses. If we want to take it further we will need an NDA and business terms set prior to any future engagement. Ideally we would just like to license code with API so we can build independently.
