Richard,
If youre bidding for fixed-price work when you have pre-built applets you
can either charge as if you don't have them and make a bigger profit, or you
can lower your quote to make it more competitive. In reality you'll
probably go for somewhere in-between.
If it's a time and materials contract the situation is more difficult. You
should be able to negotiate a fixed fee for the use of the applets based on
a proportion of the time it would take to develop the functionality without
them, but that may cause problems if youre working through an agency.
We try to use as many pre-built components as we can to make us more
efficient. The trouble is that clients often judge you first on your hourly
rate so the fact that you've pre-done 50% of the work is often ignored.
I know this hasnt helped much but it help to know that we're all in the
same boat!
