You can fix the background so that the text scrolls over it using CSS as
Paul said, but that will just work with IE4+ If you want it cross browser
you will need to use DHTML to do this, which will restrict your target
audience to V4+ browsers. If you need the script for the just ask - already
provided this to Ema of Bandwidth.
