MS Access Password

Freelancers,
When putting an Access database on a web server I can encrypt the database
no worries and the asp files will work. However, when you put a pssword on,
it reckons it is opened exclusively by another user:
Microsoft JET Database Engine error '80040e4d'
Cannot start your application. The workgroup information file is missing or
opened exclusively by another user.
I have checked the database security and taken off the check box where the
admin has open exlusively on the database level of security. Yet I still
have the same error as above.
My connection string has the correct username and password attached to it
and referenced correctly.
When I take the password system off - the database works fine with the asp
pages. I thought the whole idea of a password was to allow greater security
and to allow that on the web?
Any thoughts and ideas?
