mmm.. tough one that.
You could get away with picking a mid-average colour on your background as
the transparency colour and see if that works.
Can you not create them as one graphic? Even if its a rollover you could
still include the background on it. it really is the safest bet.

Hello,
I have a logo with a soft-edged drop shadow that I wish to overlay on top of
a .jpg background using DHTML.
Is it only possible to have complete transparency when an image is set
against a solid bg, or can you specify a gradient transparency? GIF89a
Export from Photoshop provides for only one color choice, as I understand...
