Is there anything the IT dept. here could be doing to *force* HTML mail
format?

Are you using Outlook on a network? - Outlook is often used in
conjunction with another network mail application (e.g MS Exchange) to
send mail internally and externally.
I'm no expert, but if you've turned everything off in Outlook, it may be
that the network mail handler is sending in rich text (which becomes
html)
I'm sure an expert could tell you this by looking at your message
headers?
If I were you, I'd complain to the IT dept that your e-mails are getting
bounced for being in the wrong format and could they check their
settings!
