It looks as though you are sending from Outlook 2000 via Exchange Server
so I'm assuming a CW install--apologies if it's IMO.

First, Tools, Options, Mail format, select RTF or even plain text (this
affects ALL mail). Then, go to Contacts and open the List address form.
Double-click the email address and make sure "Always send in RTF" is not
checked.

It's probably your email admin's fault. They need to apply sp3 to
Exchange (or the post sp2 imc-hotfix and carry out a registry edit).
Currently the IMS discards your preference and includes both HTML and
plain text in the message or they've left only HTML to the Internet
enabled (but why? it's usually set to enable plain text only) . This can
be set on a per domain basis.
