Recently on the list we had the same question and discussions as to the best
BBS packages.

IMO the best are
YaBB - http://www.yabb.org/ Perl Open Source
Phorum - http://phorum.org/ PHP Open Source
VBullettin - http://www.vbulletin.com/ PHP Commercial

I'd just add that I would never use UBB as although it is the most widely
used it there it is dangerously insecure and costs a small fortune.
