The only limitation of that is that if the user has Adobe installed, it will
open the PDF rather than download it (unless you click Save target as...)

To download a pdf you simply need to put a link to your pdf file on a
hyperlink download pdf
This should work cross platform - How are you trying to do it? Providing
your platform recognises .pdf format it should launch acrobat viewer (if
installed) to view it.
