There are definitely agencies that can do this. I remember a few years ago
I signed on with a media and music temp-agency (sorry I can't remember the
name, but it was on Golden Square, London W1). They gave me a test to see
if I had proof-reading skills (which I did). They said they farmed temps out
for proof-reading.
Failing which, get someone to stick some flyers up in your nearest
university/college that offers english courses. Ask for freelancers willing
to do proof-reading for an hourly rate.

I get a few people to check the site before it goes live (I don't do
copywriting for this very reason, spelling and grammar).
I get the client to do the copy and send it to me, any mistakes and they
can't blame you. Well unless you can't cut and paste in which case what are
you doing pretending to be a web designer/programer/frontend/backend/trying
not to miss anyone but probably have....
This is not fool proof but is a good start.
