Have you checked your credit record with a credit reference agency?

they charge around =A32.00 to do this. (other than just having no money like
everyone else!) it may be that there's something on your record that's
causing a problem for instance living at an address where previous bad debt=

have been run up by someone else (shared accomm etc), or not being on the
electoral roll?=20
After that go and argue your case for a card with someone like Barclays
business managers, the interest rate is high and they may only give you a
low credit limit but it gets you a card which you can then swap over to a
lower balance (RBS Advanta is one) later on. Or try one of the small
building societies as they are often sympathetic. Give up with people like
Tesco bank etc as they have a set of rules and that's it.
Alternatively use a Visa payment card attached to your current account -
Lloyds do one so do most of the big banks.
