This thread was very timely, with Netwhistle terminating their free
monitoring service soon. InternetSeer also seem to send fewer false alarms
(presumably caused by temporary congestion), and give a more precise
duration of the outage. The presentation of messages is not ideal - I will
have to send them feedback on that.
