I have used UBB on a number of occasions for similar tasks. It is an
off-the-shelf product available from http://www.infopop.com and is easy to
setup, and configure...

A potential client has asked for a members only forum, however I think this
is above my league. Without you having to give to much away could anyone let
me know on or off list the development time involved and an approx cost just
so I can give them a quote.
Then if I get the contract I can sub this part of the project out.
