The platform could be any one of the following; Coldfusion, perl or ASP, the
client wants it designed from the ground up, by that I mean no off the shelf
packages, the solution must be unique to them and they must hold the
copyright (I pain I know).
The web server is IIS, and there is no facility for COM, we can use Access
or SQLServer though.
The actual forum will be for employees (no more than 20) to leave messages
for each other so it will need to be password protected, contain an admin
area, users will also be able to delete messages, users may need to be
notified via e-mail when someone has replied but not sure about that at this
stage.

There are a number of different "off the shelf" programs that can be
adapted;
(even custom scripts of this nature are quite quick to write/debug).
The best approach really depends on the facilities of your web server,
and on the technical requirements [is it a mail or web forum, is it
moderated etc.]
and performance requirements of your client.
[e.g. if the site will only ever be lightly loaded and you are using
FastHosts,
you could use either Perl or ASP with an Access database]
If you send me more details I can give you proper quote,
but its probably just a few days work, if that.
