I don't think they are that bad, in fact I think they're pretty useful.
I developed a site sometime ago without using frames and the site grew in
excess of a 1000 pages. When the client decided that a few more sections
were to be added I went into a nosedive. Every single page had to be changed
to reflect the new pages within the navigation. I wish at the beginning I
had used frames. And as regards to search engines, if you use the script
below and fill in the noframes tag with plenty of content then the site
shouldn't suffer too much.
Another trick I have used in the past is to include plenty of relevant
content on the pages that are hidden by the frames, say below a navigation
array in the top frame.

I have used the following script in the past, but I am now of the opinion
that frames are the worst idea the web has ever witnessed. A modern website
shouldn't use frames, they go against the whole ethos of html as a document
description language where each page can be thought of as an independant
node on a folder tree. I think Jakob Neilsen is the most renouned author on
the topic. Visibility in search engines suffers too, but if you must, here
is a simple example:

how do I ensure that when a visitor types in "register.html" (for example)
that the page opens in the correct frameset? Bit of code/script on each
