The Agency regulations (part of UK law) prevent agencies from paying out
to sole traders except on a paye basis. Unfortunately, lots of
businesses insist on using agencies rather than giving their work
directly to local firms. I've only done one day's work through an agency
in the last calendar year, thank goodness.
