Decisions, decisions

Dear All
I wonder if I could seek your advice on a pretty important
decision... My main man and I have recently come back to the UK from
working abroad at a European Union Instititution. We had admin. jobs
there, with some web design and administration thrown in.
Consequently our web skills are mainly in the areas of using
Dreamweaver and Photoshop. Tables, layers, page construction and
image manipulation are the sort of thing we're used to (nothing
particularly flashy).
We' ve moved back with the aim to setting up a small web design
agency (just the 2 of us) in our area (Hertfordshire), selling to
SMEs. We've done lots of research into the subject but just can't
seem come up with realistic sales targets as it's not really clear
how much money, if any, SMEs are willing to spend on getting their
business online. Also, freelance rates for our skill levels are not
forthcoming.
And to further complicate things, we've just had offers of jobs back
on the continent, earning £2,500 nett per month each, and are faced
with the question of whether we could realistically earn the same
(£5,000 per month) between us running the envisaged company. We'd
really like to give the web design company a go if it's a realistic
prospect!
Any tips, opinions or experiences would be greatly appreciated...
