Quick DHTML question... :o)

Hi all,

On Pauls new site [www.fatcatdesign-uk.com] he has this mouse over that
hovers. I'm guessing that it is just a separate layer with an absolute
position. Is this why it stays still when you scroll around?

Secondly, they have this whole "submission of your ratings" thing going
on with out actually leaving the original page. How?

Any answers would be most appreciated...
