Assumptions are quite dangerous on public lists like this. If they are
making enough from this scam to be required to charge VAT, then it's a very

Not necessarily. I chose to be VAT registered because I was dealing with
retailers who already were. If this were not the case, it's unlikely I
would have bothered.
