Simple.
You set it running. When ever a program tries to access your computer or
the internet from your computer it asks you if you want to let it. You can
tell it to remember what you've let through etc. Also allows you to turn on
an internet lock which shuts off all internet access apart from specified
programmes (handy for playing games if you're paranoid)
