Andrew,
You can do this easily, using just Javascript and HTML. You can create a
virtual database structure using Javascript arrays (the arrays holding
files names of any documents or scripts needed).
The whole thing can then be run from a browser on the CD - and has the
advantage that it is easily transferrable to the Web.
