It is most likely that you need to edit the registry, as Outlook block
access to certain types of attachment that might be unsafe. Go here for
detailed instructions:

If this URL doesn't work in your browser, got to support.microsoft.com and
do a search for Q290497. The search box is in the top right corner (you
don't need to pick a product).
This article explains about the types of attachment that are blocked (called
Level 1) and how to change the list. Before you make changes, you should
look at the list of extensions (at the bottom of the article) and work out
which, if any, you would want to receive. Remember, you can still receive
zips, they are not on the level one list.
