There's probably an even simpler way to do this I seem to remember
experementing with time functions myself in the past. But one quick rough
and ready method would be to create a movie clip with a 30 second timeline
and the stop action on frame 1, have a frame in your main timeline with the
action tellTarget "_root.blah" goto frame 2 and play then say on the 3rd
frame of "blah" you tell the main time line to stop. "blah" plays for 30
seconds and on the last frame it tells the main timeline to play again
"blah" then loops to it's first frame and stops and the main timeline
continues. Job done
